Hi, I have the same problem, I have uninstalled and reinstalled both Thunderbird and OO but when I try to send document as email I get the message that OO cannot find a working email program. Thunderbird is my default email program in Windows 10.
This used to work fine until I recently had to reinstall after SSD change.
I get the message that OO cannot find a working email program.
Then the Tunderbird is NOT (yet) the default email client on your PC .
You can try it with a portable version of the LibreOffice too.

Win10 sometimes resets default apps to something safe (and in their world this is always something produced/sold by Microsoft...)
So check your default apps.
There are 2 areas, one for filetypes (if Win attempts to open your OpenOffice-Files with Office365) and one for protocol/service. In the latter area you usually hve to select Thunderbird instead of "mail".
If this don't work - I usually call Thunderbird directly by Macro via shell(), because I needed to append attachments directly.

Ok Thanks but Thunderbird is definitely registered as my default mail app in Windows,
Yes, the windows system panel makes you think it is. Thunderbird behaves like a true default mail app in Windows after I imported this into the registry of our Windoze boxes:
Windows Registry Editor Version 5.00
[HKEY_LOCAL_MACHINE\SOFTWARE\Clients\Mail]
@="Mozilla Thunderbird"
