From time to time, the focus on the .odp document remains on a text line.
As a consequence, the insert/image/from file operation will paste the image in the text box: not on the page background.
The focused text box is not necessarily the last text box written.
The only way to go around this seems to erase the problematic text box, and then paste the image.
I have gone through several windows updates, but the problem is always the same.

If that happens, press Ctrl Z to undo the paste, click outside the text line to deselect it (the green handles will vanish) then redo the Paste of the image.
Once you know what is happening you will quickly develop the habit of not Pasting an image while a text line is selected.

Perhaps the cursor is in the text line?
Edit: I have just checked - if the cursor is in the text line, it does not show as selected (no bounding box, no green handles) but the image Pastes into the bounding box. If one uses Ctrl Z, that restores the text, and in my test I could then immediately Paste the image and it appeared on hhe slide, outside the text line, with no need to reposition the cursor. |

Not even. I could try to click on another text box, on the background, write a new text box.... the pasted image will go to this text box.
If I copy the textbox and erase it, I may paste the image. But if I paste again the textbox, the next image will go into it.
I can also paste this textbox in a new .odp document, and the problem will be the same.
It seems that the problem is attached to the particular text box object !

I tested your example with LO 7.2.2.2 on my Xubuntu machine and it works fine. Even if I select the text box (handles appears on its frame), then inserting from file or pasting from clipboard gives an independent picture in the slide.

On my OpenOffice a Pasted picture showed up as background to the text. There seems to be some peculiarity in the file, but I haven't yet found what.
